StrongARM processors are more integrated than Crusoe, but Crusoe has far 
more power than StrongARM.  If you look at   Work-Done/Watts consumed, I 
think Crusoe will come out way ahead.

For instance, if you need any floating point work its difficult to get 
much done on a SA because there's no FPU.

Linux does run on the StrongARM processor.  Not all platforms that use 
the SA can run Linux, but there's a lot of work underway to port Linux to 
various SA processors.  The most obvious example of an SA running linux 
is the Netwinder.
