I would just get a hold of a good soldering iron (~$10US) and some good
electronic(high silver content) solder and resolder the connections.  If
you can disassemble the twiddler and tie a knot in the cable to prevent
tension on any connections (if its not already protected from pulling
out) that would help too.  You shouldn't need to replace the cable or
anything unless there are some serious breaks in the wires (unlikely).

I'm surprised the wires are shorting on you.  I don't have a twiddler,
but I've never heard any complaints about loose wires.
