Well, i know you can do microwave and laser light links (not light, in your case, because of the trees, and i'm not sure microwave would do it either, though i could be wrong), we use laser links between the three buildings here, it's worked great... but they ran us about $10k a pair.. so if you think HAM packet equipment is expensive, you're probably looking for something a little cheaper than that...
About packet over FRS.... has anyone looked into that?  It sounds silly, but I don't see any reason that it *wouldn't* work, other than regulations against it (i haven't read any of the stuff on FRS myself), or really limited bandwidth...
Something to think about, anyway.
