The FRS is not legal for anything but narrow-band voice. The FRS radios use only 2.5 KHz deviation, so even if you did try to send data, bandwidth would be severely limited. But the FCC very recently authorized a new radio service called MURS (Multi-Use Radio Service) which is license free, uses VHF frequencies for better propagation, allows relatively high power (2 watts out), can be used for personal or business. And the best part of the whole thing is that MURS can be legally used for any data or image communications!!
