The RTS toggling with a 555 chip was just a temporary hack for the iPAQ formerly - that's no longer necessary - nor is it for a PC where you can toggle RTS easily. http://www.thinkoutside.com (who make the keyboard) have a development kit that you can freely download and that explains the key code sequences and everything else.
