The smallest VGA display I'm aware of is Toshiba LTM04C380K at 117.9 x 72.5 x 6.4 mm (4 inch diagonal). The pinouts look like standard 18-bit TFT (6 bits/color), so I think it will work with most SBC graphic controllers with flat panel support. And I haven't seen any VGA chip-on-glass displays. I use NEC 6.4" VGA.
