The C tells me it is an EPROM based device that uses UV
light for erasure.  Can't remember the details on the 
package code, but you can look them up at:
  http://www.microchip.com/
The UV eraseable parts have a clear window that allows 
you to see the chip inside the package and usually cost 
a bunch more.

Depends on your development environment and your 
programmer...  Check their supplied documentation.
