VIRUS ALERT, help me,did anyone receive this:' Abbas coments'

its an email entitled abbas coments but it contains a ' .doc.bat ' to 
download, now I am not new to computer security so I know thats a false file 
type and its actually a batch file that will probably 
$ # ! + my hard drive and other important data, I just need to know who to 
write/call.
I was thinking CERT, FBI, and local law enforcement and my ISP, tell me what 
you think , I am in the U.S.
