Start searching electronic surplus.  Typically 24VDC to 5VDC 
converters come up for quite reasonable prices.  I have bought 
a few over time.  Never paid more than $20 for one.  Note you 
may need to add a heat sink to one for it to handle it's full load.

On your battery choice.  I sugest looking at large capacity NiCD 
batteries.  10-20AH NiCD batteries are available.  They generally 
are E or Extended E sized.  Note each one will set up back $20-30,
and you will need atleast 5 as they are 1.2V nominal.  10 equils 12V,
20 = 24V.  The advantage is they have a much higher energy density 
than lead acid.  Another option is to look at the battery packs for 
video cameras and lights.  http://www.bhphoto.com/ sels them as well 
as many other places.  This gives you a standard battery pack that 
you can replace in a pinch buy just buying one off the shelf.  
Typically video cameras work off of 12VDC or 14.4VDC.  You can 
always run them in series.
