Yes, I've used the Aircard 300 and 350 on Win98, and it is great (well, as
good as CDPD gets anyway).  I've used it with Bell Atlantic, which has
good coverage between Washington, DC and New York.  BA also has a
reasonably priced unlimited use plan.  I have even used it on the Amtrak
train.  You can see a portable webcam based on CDPD and the Aircard at:

Note that the Aircard 300/350 will never work with Linux due to Windows
specific code that runs it.  

Also, I'd suggest you look for the Aircard 350 on Ebay, not so much for
the ability to add the amplifier, but for the hinged antenna that makes
life much easier.

AT&T is another major CDPD provider.
