Chuck,

You need a DB9 female connector to plug into your PC. If you 
look closely at the connector, there are little numbers next 
to the pins. A female DB9 is numbered like um this ...

The DB9 RS232 signals are:

Protective Gnd        PG  pin 1
Transmit Data         TD  pin 2
Receive Data          RD  pin 3
Request to Send       RTS pin 4
Clear to Send         CTS pin 5
Data Set Ready        DSR pin 6
Signal Ground         SG  pin 7
Carrier Detect        DCD pin 8
Data Terminal Ready   DTR pin 9

Palm Pilot III/V pinouts are:

Data Terminal Ready   DTR pin 1
Power +3.3v           PWR pin 2 
Receive Data          RD  pin 3
Request to Send       RTS pin 4
Transmit Data         TD  pin 5
Clear to Send         CTS pin 6
+3.3v for hotsync     GP1 pin 7
+3.3v for modem       GP2 pin 8
???                   ???
Signal Ground         GND pin 10            

That Cirque Keyboard came with a Palm V adapter.
I think all you need is transmit, receive, and ground.
So connect these

RS232 pin 7 (GND) to KEYB pin 10 (GND)
RS232 pin 2 (TD)  to KEYB pin 3  (RD)
RS232 pin 3 (RD)  to KEYB pin 5  (TD)

The other pins are usually for modems and such
for handshaking. I doubt that they are needed for 
the keyboard. And the keyboard has its own power.
