It doesn't get used much. If you want to start a new group, Yahoo Groups
seem to be popular these days. It looks easy to start one:
http://groups.yahoo.com/

They offer a number of features that newsgroups don't, like:

  Files    
  Photos    
  Bookmarks    
  Polls    
  Calendar  

They seem to be spam- and abuse-resistant as well. Posting and reading
offers the flexibility of either reading/posting right from/to the Yahoo
Group web archive or from e-mail (regular or digest delivery) or both if
you like. This is configurable by individual subscribers, so everyone can
have it just how he wants it.

To get the best idea of what they look like in real life, I suggest
subscribing to one. Here's one I'm subscribed to that seems to work pretty
well:
http://groups.yahoo.com/group/Know_Nukes/ 

The pictures uploading ability comes in handy for that group.
