I don't believe what you want exists... not in a tiny OEM package at
least..

The pager company has a
transmitter, but it is probably big and FCC licensed.. You would have to
purchase a transmitter from a defunct local pager company, and you would
need one for each unit that needs to broadcast.. and they are most
definitely larger than a cell phone

When people want data to get onto the pager network they phone it in, or
as Don Papp said, use a modem and interface that way..

then again.. they have two way pagers.. and I am not sure whether they can
originate pages.. but they are just connecting to the pager network and
then going out from their broadcasting device.. so you would need some
serial connection to a two way pager to do what you need.. which may very
well exist...

let us know though, it could prove quite interesting..

I have an old Apple Newton Messagepad PCMCIA pager receiver if you want
it..
