Hi,
Although, your query is not related to wearable computing (or may be related 
to a little extent), I did a project on the topic u asked for as a part of 
my degree project(at SIEMENS, Bangalore). I used mobile phones to transmit 
data. but I had simulated the GPS system. Probabally, if u can find out a 
way to implement triangulation using mobile base stations, then it would be 
easier (and cheaper) to implement remote tracking.
