The Eyetop (http://www.tekgear.com/product.cfm?sku=0247) is great for
video and computer output.  You will need to output NTSC/PAL though.  

Don't get hung up on the VGA -> QVGA thing - just run in VGA mode and
output NTSC/PAL - the Eyetop electronics converts to QVGA quite nicely.
