You can enjoy up to 30kV from a big CRT TV or VGA monitor. From a 1" CRT expect up to about 5-10kV depending on the deflection angle.

Carefully discharge the tube (which is in essence a giant capacitor) and any associated HV capacitors through a big resistor. Big in terms of easy to touch the terminals with, not ohms. Try anything 100 ohms to 1K or so. You should hear an audible *click* when you short out the high voltage, and give it a few seconds to completely discharge. To be extra sure maybe put a multimeter across the terminals after to check that it's completely discharged.
