Actually digital pulse stuff does 100 MBit/s right now in the lab, and it 
will scale to ~1 GBit/s. I'm not sure how pulses are attenuated, but 
higher data rates seem to be intrinsically associated with higher 
attenuation, a trend towards working best in line of sight (line of sight 
lasers being at the extreme range) and smaller cells (unless we're talking 
extremely anisotropic radiators).
