You're assuming that PDA makers think you'll enter text on a PDA all the 
time as the main method of data entry. That is not infact their 
assumption, the keyboard on a PDA is usually intended for occasional 
entry when you're out and about, the synching software and your desktop 
fills in any heavy text entry roles.

They could put chording key pads on PDAs, but that would mean consumers 
would have to learn to chord vs. just being slow at data entry on a 
familar layout. Consumers will always choose slow data entry over 
learning a new layout. Look at cell phone texting where people are doing 
instant messaging on a 10 key telephone pad, very, very slow entry, but 
also something they're familar with, thus willing to use.
