Tom, It really depends on how much processing power you want. If you stay low end say below 350 MHz, the PC-104 route can be inexpensive. The second question is how much Ram do you need? The third question is what are you going to use as HUD system or are you going for a under 5 " x 4" LCD display. And finally, what will you use for I/O? I recommend looking at one of the foldable keyboards and re-wiring it to a PS-2 connector. The other option is a chording keyboard with built in mouse. I prefer the finger mouse for on the go applications. Non-volatile storage (Hard Drive, large capacity flash card, etc) is a tradeoff. If you go a standard lap top hard drive, you raise you power budget. On the other hand if you go with a large capacity compact flash card you break your budget. You also have issues with power. Do you build your own power supply, hack a power supply or buy one? Do you want battery charger built in? And what do you use for batteries. I use re-cycled laptop batteries. Finally, what do you want to do with it. I started out trying to run Windows on my first try - what a mistake that was. The resolution and view was not sufficient to support the real estate, I had fantasies of being able to do. I regrouped with text base Linux. Good luck with your search.
