Yup, they really are passive, while there are 6 pins on the PS/2 connector, there are 4 connnectors on USB. The keyboard or mouse has both PS/2 signalling and USB signalling coming out of the device. When it is plugged in, the keyboard or mouse itself figures out whether it is plugged into USB or PS/2 an activates the correct signalling method.
