Twiddler keymap scancode for IBM FN key?

I found a website that listed scancode 55 as the make code for the FN
key on an IBM keyboard. So I programmed the Twiddler2 like this:
N    RRRR = \m 55 \b d5

But that gives me an equals sign (=) when I press it. What did I do
wrong?

The ThinkPlus USB Keyboard with UltraNav is billed as "...the only
external keyboard that allows you close the ThinkPad notebook LCD and
still access key ThinkPad notebook features requiring the function (Fn)
key, such as system sleep and suspend."

But I would expect the FN key to have a scancode just like any other key
on the keyboard, so the Twiddler2 should be able to reproduce it, right?
