I'd suggest the Neuros MPEG-4 Recorder 2, with an external camera of 
your choosing (it takes a composite input) and an 8GB CF card.

An 8GB CF card gives you eight hours at "Super Fine" quality (2mbps), 
and 14 hours at "Fine" quality (1mbps), both at 640x480x30fps, more than 
exceeding your requirements.
