Sounds like you'd need some serious hardware to get anywhere near close
to an accurate reading, even in a mall.

Perhaps a net of BlueTooth devices might be better.  You're still
talking RSSI measurements, but now you're talking about shorter ranges
and less needed accuracy.  Basic triangulation...
