By flat-rate, do you mean unlimited usage, or simply a flat-rate for a
given amount of data?  If the former, where did you find mention of this
plan?  I can't find any information about it.

All of the CDPD pricing schemes I have seen, with the exception of the
AlphaCom InSat plan, and the special Novatel Minstrel plan for Pilot
owners, have had bandwidth usage caps.
