I think the final line here is that all O/s's can do the same thing.... if
you have gagillion dollars and love to spend it use NT and buy every option
that comes standard in linux, the same goes with win anything, and macOS...
They can do it but at a HUGE cost..  Linux can do it free.. if you like to
tinker and learn use linux... if you want turnkey, spend the big bucks and
go with a commercial OS. and buy every upgrade and function.

Power management is just a way to make bad hardware use less power... if
your hardware platform is optimized for good power use then it isn't needed.

NOTE: the pc-104 is quite nice, but I just noticed a 3X price increase in
all modules and hardware... In fact the latest pricing from one supplier
went up $1000.00 on a 2 port serial card!   It looks like the makers of the
104 platform are interested in pricing themselves out of business.
