I work for a company that produces an operating system called Real32. it's not diskless but will work of flash ram. it's a light and extremely optimized operating system that is based on dos, so you can use all dos based programming tools with it. I run it on a Compaq 386 which fits your profile it has 16 meg of ram, but Real 32 should run in 4 with an application. I removed the screen by accident one day while it was running and then popped it back to see if my work was still on it and it was this would mean you can plug keyboard and video card in to the machine when it's working, you can also unplug them. I don't know if the flash ram is very robust, just talked to someone and they reckoned that it would survive the vibration, it's temperature that's the problem. I also don't know the cost of flash ram, but you can find this out. 386 Compaq's are easy to find, so you should have no problems there. I'm not really a hardware specialist, I occasionally put things together, so you would need to find all the specs out yourself, but laptop mother board are always really small.
