I was wondering the same thing last night, and then it occured to me that 
PC-104 is electrically the x86 ISA bus... so there would have to be some 
significant bridge chips between a differing architecture (such as the 
Alpha and StrongArm)... and significant OS support for the differing 
hardware...which pretty much obliterates the advantages of the PC-104 
standard.

I could be wrong.
