I can't help on the physical, but here's something that will help for
your pic design:

It is a serial port powered device, consumes very little power, uses a
pic16c54.  It has 12 I/O ports, and you have 11 available.  It can be done
in as few as 4 pins!

Mark, Tim, sorry for not getting it to you earlier; it was done a week
ago, but I wasn't able to find a scanner until today.
