This is amateur radio with packet and a special program called APRS
It's been in use for years now for storm tracking/ and many many other
uses.
If you watch at the right time you will see the MIR space station go across
the screen.  A few ham's link their APRS data feeds to the net for others
to see and the make a national data stream.
