PCMCIA Capture Cards

I'm looking for a PCMCIA TV tuner card that would work with one of the
available Linux video systems (bttv, V4L, etc.) or under SANE.  I've dug
around and only come up with the IBM Smart Capture card, which I think
only does capture, but doesn't tune (forgive me if I'm talking out my
arse) and, of course, is only available in Japan.

My other option involves the parallel port, one of those pport frame
grabbers and some kind of tuner module, but I'd very much like to avoid that.

The objective here is to view the output (as close to real time as
feasible) from a small camera.  The camera unit is usually worn, but can
be detached from the main unit and placed a short distance away (like
100ft). This is done with a low power TV transmitter.  The main unit at this
stage is a Toshiba Libretto 110ct, hence my interest in the PCMCIA
devices (type 2 is preferred, type 3 would be acceptable).

We do intend to move to PC-104, but that would be somewhat of a strain
on our budget at this point.

I'd appreciate any experiences anyone has in this area.
