Cheap Wearable - How practical is it?

I have about $400, and a 3.5" 3.2 Gb HDD. I'd like to make a wearable.
How is this practical? Can I afford a PC104 type core board.. about $200,
a $100 display... and $100 for batteries, case & connectors. Is this
realistic? Where can I get a PC104 motherboard for $200 and some (any)
kind of HMD for $100ish. Any suggestions people?
