Actually, it has a very specific meaning.

Section 1 means that if some sort of licensed communication equipment
(Cell phone site, say) is not working because of your device, you have 
to stop using it or face _stiff_ fines.

Section 2 means that if that cell site is keeping your Richochet from
working, you can complain all you like but it's not their
responsibility.  Part 15 devices are not considered to have 'priority' 
over any other kind of comms gear.

Basically, it means "This device can use whatever kind of RF spectrum
it likes (within the Part 15 limits, of course) as long it isn't
interfering with something else."

about half a minute in Zen-like contemplation of my next cut, and
repeat until done.  Of course, what I'm actually telling you is that I
