Toshiba Dynapad T200CS

I recently picked up a surplus Toshiba Dynapad T200CS. Does anyone know
anything about these units?  I have gotten the battery (Li+) to charge,
and it has: a tiny 1.8" HD, pen digitizer (looks like it takes
batteries), 16 meg dram card, and more.  From what I've been able to
find, this looks like a 486DX2/66 color machine, but after charging it,
powering it on produces a quick flash from the backlight, and I hear
the HD spin up, but then nothing no beeps or anything, like you might
expect from a pc trying to boot.  I tried hooking up an external
monitor, but nothing showed.

Any suggestions?  or do I have to sell it for parts?

It'd be a wonderful way for me to get away from my laptop.
